It's no different. The piece you're probably missing is that `port
upgrade port1` also upgrades any of port1's dependencies that are
outdated.
It seems even if there was no rev bump that we would want to rebuild
dependent ports except probably depends_build.
Most changes don't require dependents to be rebuilt. Library major
version upgrades are the exception, not the rule.
