I could dig around and help out. I'm not afraid to read up on packagemaker, I'm 
just not experienced with it or flat packages.

Highlights from what I see so far:
 * it has a simple flag for flat packages from a give root using the --root flag
 * the --target options only mentions 10.3 10.4 and 10.5 (no Installer changes 
since 10.5?)
