Also I think it depends on if the ticket attracts the attention of someone with that time available or not, not everyone is checking every ticket or every mail. I mean that on this regard the time needed has a statistical value and that's probably what the academic paper is about. Once the ticket gets forgot by the involved people you have to wait a random time until that person-with-time passes by.
