Specifically, this would change the tool settings from environment variables (TOOL=/usr/bin/tool ./configure) to arguments (./configure --with-tool=/usr/bin/tool) This also fixes an issue where bzip2 (and lbzip2) use BZIP2 as an argument. - Eric
