We are currently randomly and inconsistently removing Perl branches
5.8-5.14, so I created a proposal for handling the transition in the
ticket below and would like to ask for feedback:

PS: I didn't include addition of 5.18 and 5.20 yet because from what I
understood the idea was to manually go through all the ports, fix the
whitespace mess, update the outdated ones, check dependencies, test
whether 5.20 works etc. (There are roughly 200 ports left.)
