The "outdated" pseudoport (as in `port upgrade outdated`) will not include 
newly-updated ports if the portindex has not been refreshed with `portindex` or 
something that calls it, like `port selfupdate` or `port sync`.

However, updating a port and upgrading it explicitly (e.g., `port upgrade foo`) 
works.
