If I am following this correctly I think isolating the functionality into 
actions makes sense. If we want to refactor the interface in the future it will 
be easier to combine pieces then split into parts.

Does “port selfupdate” constitute an “initial installation”?

Does port currently perform schema checks?

If port can detect if the schema needs updating then perhaps we can hook in and 
“do the right thing".
