I've been in favour of establishing a French non-profit org (1901).
We've had one for more than 10 years and there's nearly no overhead.
One needs a trustworthy representative person with an address in
France, at least a president and an accountant (living anywhere in the
world), the bylaws need to be written, but other than that it's super
liberal and convenient.

(In some countries there's a need for "ridiculous amounts of money"
just to pay some professional accountant, bank fees etc. just for the
basic existence even if there's no income.)
