typo in the cargo_fetch PG?

Hi,

In cargo_fetch.1.0.tcl::cargo._old_macos_compatibility, shouldn't the bail-out 
test be for `${os.platform} ne "darwin" || ${os.major} >= 12` instead of the 
current combined condition?
