I've added py-nio to all the ports-10.11+ builders, however it looks
like only the arm builders are online.

Rebuild py-nio and py-ngl, in that order because of dependency
sequence. Builders 10.11 through both Ventura. Reason: Failed
dependency ncarg was fixed. Skip all 10.10 and earlier, because of a
failed dependency.
Rebuild esmf, 10.10 only, so I can get a log file. Expected fail.
