Yeah, it's a little confusing that you can create a GitHub release and not actually release anything on it. It's effectively a tag with a release notes document attached, as the source code links are exactly the same as the ones you would get if they had just created a tag.

I think you already got it, but a good example never hurts. Have a look at the Assets section on <https://github.com/libsdl-org/SDL/releases/tag/release-3.2.4>, and in particular the difference in the structure of the URLs for the "SDL3-3.2.4.tar.gz" and "Source code (tar.gz)" links.
