Presumably:
./configure --with-expat-inc=/opt/local/inc
You are compiling psi by hand? Why not use the psi port in
MacPorts?
If it does not meet your needs, perhaps it can be extended so
that it
does.

Since the port is unmaintained, and you seem interested in the
software, perhaps you would like to become its maintainer and upgrade
it to the most recent version?
