As I haven't found anything on this problem out there, try these two experiments: First, try running `port install icu configure.cmd='./ runConfigureICU MacOSX'` 
Then, try `port install icu make.cmd='gnumake'`

I got this problem too when i've began to write the new portfile.
Everything worked fine after i ran `port clean --all icu`.
Anyway, i've been running a little through the sources and i can't understand why this error came up.
