the correct way to make this happen is

        sudo mv /usr/local /usr/local1
        upgrade MacPorts from disk image
        sudo port selfupdate

and continue from there.

If I leave my /usr/local in place during the install/upgrade of MacPorts it gets the wrong readline.

I can move forward now.
