If this problem is related to that commit and 10.3, then the only thing I can think of is that Mac OS X 10.3 included a broken version of tclsh, but that doesn't seem too plausible.

I can't think of any reason for this error to only affect commands that open Portfiles.

I'm sorry that I can't be more helpful; my understanding of the core
MacPorts code just isn't good enough yet to be able to propose any
