You can override the build phase with:

build {}

You can do this to any of the phases (as well as being able to add post-/pre- targets to any of the phases).

If you still want to or need to do something in the build phase, just put it between those curly brackets.

Ok, the readme for pgintcl says "There is no install script. Just copy the script 'pgin.tcl' anywhere your application can access it." So you will want to disable the configure and build phases:

use_configure no
build {}

You'll also want to turn off the universal variant, since this port will install a tcl script and not compiled software:

universal_variant no

Then you'll define a destroot phase to copy pgin.tcl where you want it:

destroot {
        xinstall ${worksrcpath}/pgin.tcl ${destroot}${prefix}/where/you/want/it
}
