Okay, this seems to be an issue with 1.6 and 1.7.0 (after reaching a fixed point with selfupdate:

> sudo port selfupdate

MacPorts base version 1.700 installed
Downloaded MacPorts base version 1.700

The MacPorts installation is not outdated so it was not updated
