Yes, Apple provides a php in /usr/bin starting with Mac OS X 10.5.0.

Should I reorder the paths in my PATH environment variable so that
/opt/local/bin comes before /usr/bin? What's the best way to handle this?

The recommended way to configure your paths has /opt/local/bin and / opt/local/sbin before the other paths:
