Just read the Portfile:
variant quartz requires no_x11 conflicts x11 {
configure.args-append --with-gdktarget=quartz
}

You'd have to ask upstream about its official designation, but quite a
few people have reported that their apps work (but a number have also
reported apps failing to build because they look for X11-specific GTK
headers).
