This feature was removed from MacPorts some time ago. It might return later, but IMHO it did not work well for many ports and was more trouble than it was worth. Ports packaged on Mac OS X version 10.X are only designed to work on that Mac OS X version 10.X; if you want to run on Mac OS X version 10.Y, build the ports on Mac OS X version 10.Y. You *might* have success building on an earlier Mac OS X and running on a later Mac OS X (though even this is not guaranteed to work and certainly is not supported by us).
