I don't know if there's any Apple documentation about this convention.

My understanding is that Apple (and presumably other vendors) switched to 
prefixing system users and groups with an underscore to differentiate them from 
users and groups created by the user.

My understanding was also that the non-underscored alias exists and is 
equivalent, however I did receive a bug report about lighttpd (and/or mysql?) 
before I had special code in the ports to use the "correct" username on each OS.
