For this one, the best option is to download the file from the MacPorts distfiles mirror: http://distfiles.macports.org/latexmk/4.21/latexmk.zip and put it in /opt/local/var/macports/distfiles/latexmk/4.21/ The problem here is that the download link is unversioned; it points to the latest version of latexmk, which recently got updated to 4.22.
