    pyanfar:170138 Z$ pkgutil --file-info /usr/lib/system/libcache.dylib
    volume: /
    path: /usr/lib/system/libcache.dylib

    pkgid: com.apple.pkg.BaseSystemBinaries
    pkg-version: 10.8.0.1.1.1306847324
    install-time: 1359343750
    uid: 0
    gid: 0
    mode: 755

So, not even Xcode, it should be part of the OS.

This might be a good time to run Disk Utility and do a verify permissions
--- although it might not catch file *deletions*; Apple's package system is
not very smart.
