Regarding dependencies, see the tab "Configuration" and the
explanation of "OtherJobEnabled" (which is pretty poorly named for
what it really does) and "NetworkState". One of them may get you
close enough. Really, though, Apple expects these processes to be
well-behaved and do their own checking/waiting for the conditions
they need to be able to run.
