A lot of things have changed in MacPorts in the past 11-12 years, which is how far back you're going with those old revisions of tcl and tk. In this case, what used to be called "portname" is now called "name". You could edit this in the old portfiles, but you may run into other similar problems. A lot has changed in OS X too; it would be truly surprising if software 11-12 years old can build on a current version of OS X. I don't recommend continuing your attempt to install such old version of tcl and tk.
