Sounds like you might have an evil (MITM) https proxy in the way? Or you
need to use a proxy in the first place, and without it the request is being
blocked/intercepted by a captive portal and it's being served a self-signed
error page.

(Unless someone messed up the certs on pypi.python.org, which seems
unlikely. 10.10 should have appropriate certificates already.)
