Just now with MacPorts 2.3.4 under El Capitan 10.11.1, trying to upgrade php56-apache2handler 5.6.14_0 < 5.6.15_0
led to a configure error. The log shows: :info:configure checking for Apache 2.0 handler-module support via DSO through APXS... :info:configure :info:configure Sorry, I cannot run apxs. Possible reasons follow: :info:configure :info:configure 1. Perl is not installed :info:configure 2. apxs was not found. Try to pass the path using --with-apxs2=/path/to/apxs :info:configure 3.
