Generally when people refer to router slow-path ICMP, they're talking about 
ICMP to or from the router and not ICMP that transits the router. For regular 
servers it doesn't really make sense to talk about slow-path vs fast-path (most 
servers aren't doing TCP in silicon, so everything is 'slow-path').
