Thanks to Christopher Jones and Ryan Schmidt for trying to help.

Their suggestions didn't provide a solution in this case, but they got my brain 
to perking as I tried them out.

What changed since I last updated MacPorts that might affect network traffic?

* New cable modem but same router.

* New version of MacPorts.

* New build of Little Snitch.

I reset the modem and the router to no effect.

I fired up the Little Snitch Configuration app and found a surprising amount of 
new (relatively) junk.

After cleaning up all the junk rules MacPorts started working perfectly again.
