I did reinstall Xcode... same situation. I just upgraded to Sonoma. I installed the new version of Xcode and tools (at least I thought I did). I then installed the new version of MacPorts. I then tried to upgrade all my ports. That took a long time with many failures and many restarts. Then I tried the port diagnose to see how things are that this is the result.
