This is very strange... could you try the following command?
$ macruby -e "framework '/System/Library/Frameworks/Cocoa.framework';
p :ok"
Also, maybe your filesystem is case sensitive? The default format is
case insensitive, in theory.

disk format is Mac OS Extended (Journaled).
