a) I don't know. Maybe pkgutil(1) can do that.

b) You can do `DESTDIR=~/.rvm/macruby-0.5b1 rake install' but you might need to configure some environment variables after (such as DYLD_FRAMEWORK_PATH). Note that this has never been tested.
