Looks like it was crashing on this line: 

  $INCFLAGS << ' -I../../icu-1060' #if `sw_vers -productVersion`.to_f <= 10.6

Which I changed to:

  $INCFLAGS << ' -I../../icu-1060' if `sw_vers -productVersion`.strip < '10.7'

Though I'm not sure if that's really correct. I suppose it was choking on 
converting '10.6.3' to a single-decimal point float.
