I don't think Apple would ever make a compulsory App Store. They can't just turn around and demand 30% off all developers for an OS upgrade. It could potentially be an optional thing in the future, but there's no real connection between this price drop and an app store. The one thing that you said that could become enforced is code signing, even if it is just self signed certificates.
