IMHO it is all a question of resources.

If you have the manpower or resources to do some post release promotion it is 
undoubtedly a good idea.

The reality is, however, that it is very difficult for a small (ie: one human 
powered) operator to get any sort of interest in a product even after it is 
released, never mind before.

There are exceptions of course but the norm is probably a long slow haul trying 
to build product awareness, reputation and reliability.
