Most people subscribe to the “first sale doctrine”—that once somebody’s bought something, they should be able to do whatever they want with it. Software companies trying to fight this with restrictive EULAs and DRM have given us a bad reputation, and I think trying to have the listing taken down is heavy-handed and looks bad.
Frankly, if modern times have shown us anything then it’s that if people feel that they’re entitled to do something, they don’t really care what you have written in your license agreement, or even what the law says. As long as it’s a genuine transfer and not in use by both parties (and what would you do even if it were?), I wouldn’t really worry about it. At the same time, you’re not really obligated to facilitate any transfers if you’re against them. The old user can provide the new user with the license file, and that’s that. You don’t have to reissue the license, update records so the new user can retrieve copies of the license file if they lose it, or anything along those lines. But trying to muscle in on a transfer that people (reasonably, IMHO) feel they have the right to do is probably unnecessary and has the potential to not go well for you.
