Over the last two week I've been in contact with Apple several times regarding
this problem. I received a phone call from ADC yesterday asking for even more
detailed information on how to reproduce the problem. They told me that it is a
known issue that is affecting an unknown number of developers. They have not
been able to reproduce the problem internally and so do not have an estimate
for when it might be fixed.
Unfortunately it seems like we might be stuck without accounts for quite some
time.
