If you are looking into CMSs than I would recommend MODx (www.modxcms.com) I use it in the day job, and would liken it to a halfway house between CMS and Framework.
Its fast and easy to setup sites given a single HTML page to use as a template, I've previously integrated Shine into a MODx install (still not launched).
