IMO that's legitimate. It's the same as with used books, isn't it? Someone can buy a book, read it, then sell it to someone else, who will read it, too. The manufacturer has now "lost" one sale. IMO that's fair, so unless something untoward is going on (like the old license being used by the old seller *and* the new seller) I would just let them be. If the original owner would only have thrown away his license, isn't it good that he actively goes out and recruits a new customer? See the money you "lose" as payment for his marketing services. It might even be a good idea to support this sale: Go to the guy advertising it, and (in a friendly, helpful tone) ask him to inform you of who he's selling it to, so you can transfer the license officially. You can issue a new license under the new name and blacklist the old one. Keeps honest people honest, and gives much better customer experience to the legitimate purchaser of the license.
