I just successfully renewed. I was having similar problems with renewing only my iPhone developer account: my cart got emptied as soon as I signed in, and I saw the big 'Oops' screen when I tried to add the dev account back to my cart.
In Safari 4.0.5 / Snow Leopard 10.6.3, I deleted all *.apple.com cookies and emptied the cache. Then I was able to successfully check out, sign in and pay. -RMc.
