Depends upon the app. Should a desktop app need one? Generally no.
But how about a "server" application? Usually yes, and that is where the distinction needs to be made. It usually is not, but it should be. A desktop app asking to place things where they need to be on run is fine. But most server apps need to run headless, and that is not suited to the first time run process.
