In case it may help out others who find themselves with a WWDC ticket, but no 
option to attend.... it seems that the transfer is actually handled fairly 
easily from one ADC member to another through the ADC site. More than one 
person responded to me with the following FAQ and link which seems to work for 
WWDC tickets:

Am I still able to transfer my ADC assets to other ADC Members? If so, how?
You can still transfer ADC Membership assets to other ADC Members in your 
company by logging in to the Downloads and ADC Program Assets site. Click on 
'Assets,' select the assets you wish to transfer, and enter the information for 
the ADC Member you'd like to transfer the asset(s) to.
