In my opinion, SEO is mostly smoke and mirrors - if that (or any other) company 
claims they can get your site ranked in a certain place, they are almost always 
using unethical or dubious methods to achieve it (link farms, obscurification, 
cloaking, etc.). It's in Google's (and all search engines) interest to prevent 
blackhat search engine spamming, as it artificially alters results.

There are some whitehat methods to increase the probability your site will rank 
higher in search results, but for the most part these things are common sense: 
have good content, use clean code, make sure your site uses good URLs, don't 
hide important text in images, etc.
