Could this be because they are operating from a California point of view, where you can't wipe your @$$ without a license?
Seriously, there are *many* jurisdictions where a business license is not required for what we do, and in the past every (which is to say, about two) company which initially asked for a business license backed off when I explained that it was not required. Or, could you get a business license anyway? In some jurisdictions they are remarkably cheap. (I once lived in a city where it went from $15/year to $6/year to free. Really, all the city was interested in was having a list of what kind of equipment & supplies & inventory was in which house, to provide to the fire department.)
