Mark, I can't speak to the insurance situation in California specifically, but back when I was looking for health insurance I went through ehealthinsurance.com and enrolled in a high-deductible family plan that made me eligible to contribute to a heath savings account (HSA). ehealthinsurance.com can get you quotes in nearly every state, including California. They also act as your insurance agent during the enrollment process.
