I got the same problem using the 2.6.18 kernel, then we discovered that
was because of the piix kernel module that is needed to use CDROM. 
Disabling piix allowed me to sleep.

Now in 2.6.19 for what I can understand, there is a sort of unique
driver for PIIX ide and sata. (someone confirms ?)
So I think we can't disable the CDROM driver without disabling the sata
hard disk too.. and we can't sleep. Someone should debug (compile with
pm debug, console suspend off, netconsole, whatever) if the problem
really is still related to piix things, and find a fix.. hay.. don't
look at me that way.
