Rebooting won’t fix this issue. You need to turn off Single Key Navigation by pressing VO + Q. This feature used to only work when Quick Nav was enabled, but Apple changed how it works with the introduction of Sonoma. In subsequent updates to Sonoma, Apple refined this, and added options to modify how this feature works. If you wish, you can restore the original functionality, and make the feature work the way it did before Sonoma. Go to VoiceOver Utility > Commanders, and select the Quick Nav tab, and here you can review all the options introduced with Sonoma.
