It will play the default sound, usually an error beep of some kind, if it can't paste. It's easy to miss though. Also, I recommend interacting with the text of the tweet, moving past the name, then using VO_Down to read just the message. Pressing VO-Shift-C at this point will copy only the message and not the person's display name, which will usually keep the tweet from being too long to paste.
