Hi Randi. As many people already have said, you can navigate by heading by pressing VO command h. Another great command is VO command m. This jumps to the next heading on the same level. This is especially great on Google. You can press VO command h to Voiceover says Heading level 2. If you then press VO command m, you'll jump to the next heading on the same level, which is the "search results heading."
