Hi, According to a person working at my local Apple Store, you can buy it anywhere and it will work internationally, though Apple recomends you buy in the country you are living in. Note: AppleCare can be bought within the first 11 Months, so you can buy the Mac in another country, ship it with its coverage still being covered, and then buy AppleCare.
